In Michigan, there have been people camping out for days in rain for pot dispensary licenses. In Jackson County’s Leoni Township, the race to apply for a legal weed permit seems to have begun—even though the application process doesn’t officially start until tomorrow. Here’s what’s been going on.

The state licensing application period in Michigan starts on December 15. But those who hope to enter the legal cannabis industry might not have to wait that long.

The Medical Marihuana Facilities Act, passed last year, gives local governments the authority to give permits to potential growers and dispensary owners. While it’s not the same thing as a state license, the Medical Marihuana Licensing Board may take local permits and approval into consideration when deciding whether to approve or deny someone’s application for a state license.

In Michigan’s Leoni Township, authorities will begin to accept applications for growing, testing and selling permits tomorrow, November 1.

They are the only town in their county to make this bold move. Because so many hopefuls believe that a local permit is the key to acquiring a state license and due to the “first come, first serve” nature of the process, a line has been forming outside of Leoni Township Hall for days.

Literally days.

People are camped outside like they’re trying to get tickets to a concert in the pre-internet era. And for good reason. Although there is no limit on the number of growing, testing or processing facilities in Leoni Township, there is a limit on how many dispensaries will be allowed to operate.

The limit on dispensaries allowed in the township is six.

Which is one of the reasons for the camp-out. And if the image of people camping out for days in rain for pot dispensary licenses is somehow not enough proof that their dedication to breaking into the legal weed industry is unquestionable, here are some more facts.

Hopefuls will need to shell out $5,000 per facility they want to open and prove that they have $250,000 readily available. The application also requires a criminal background check and proof of a solid business plan.
